A container for storing butter in water to keep it fresh. Butter is packed into the rounded container about 2/3s fill. Fill with water put on the flat bottom, turn it upside down. Meant to keep butter fresh without refrigeration

If it has holes on the bottom it is water spray with flow regulated by thumb over top hole. You can still buy them.
